The context and full statement of JHA ED  Jennifer Vollen-Katz was that IDPH and local health departments must treat prisons and the people inside of them as part of the community, and provide the same protections to them as are available to the public - not only during the current pandemic but every day.  Health and sanitation inspections and reporting on findings inside prisons should be routine, as it is for hospitals, restaurants, and many other public and private entities.  Prison health IS public health, and should not be exempt from health department regulation and accountability.  Not providing people in prisons the same health and safety protections afforded to all citizens is unfair, unsafe and dehumanizing.
