It is critically important that we know and better understand how the COVID-19 pandemic has impacted the health, safety, and quality of life of people who are incarcerated in Illinois’ prisons. We also need to know and understand what IDOC has done and what needs to be done to minimize exposure, reduce contagion and treat those who have been infected. Without this information it is very difficult to hold IDOC accountable for implementation of policies that affect the lives of people in its custody. Furthermore, it is critical that we assess what is happening both system-wide and in individual facilities. Illinois prisons often operate as individual units, thus creating a lack of consistency and uniformity. This is problematic under ordinary circumstances, but more so during times of crisis. In order to get this information, JHA conducted our first ever system-wide survey in April/May 2020. We gratefully acknowledge the generous support of the John D. & Catherine T. MacArthur Foundation for this project. We also thank the men at St. Leonard’s Ministries for helping us open and sort the 16,000+ returned surveys we received.

The people who work for IDOC on the frontlines are tasked with implementing Departmental policy and solving complex problems in a resource-starved agency on a daily basis. Thus, how they view IDOC’s response to the immense challenges created by the COVID-19 pandemic provides information essential to improving conditions in Illinois’ prisons.  View their survey results here; IDOC has not yet provided a response to these results.
